Sawdust is soft and rounded; metal chips are pointy and razor sharp. When drill bits and cutting edges break the pieces zing off at speed, especially wires shed from wire wheels. Tools break when you aren't expecting it; after all you didn't plan to break the tool, did you? Something in your eye leads to greater injury when you flinch and move a body part into a danger zone. A clear face shield on top of safety glasses is often reasonable, and can keep you from breathing as much dust. Safety glasses under a welding helmet is normal and expected.
